Scott McConnell

I have been with the Madison Police since March 1988. I have served with SWAT since 1991 and currently serve on the Sniper Team. I have been involved with the K-9 Committee in the past and currently assist the K-9 team as a decoy. I was involved with the Promotional Committee when it was active. I also assisted the Training Team by sighting in our squad rifles.

I would like to continue to serve on the MPPOA Board and continue to assist officers as a rep with discipline issues, as well as bargaining for contracts with the city.   Thank you for your trust.

Hello all,
I have been employed with MPD since 1990 and am currently assigned out of the East District as a Detective. Prior to being promoted to Detective in 2000, I was assigned to patrol for 9 years and Task Force Operations as an officer for 1½ year. As a Detective I have worked out of the North District for 5 years, Dane County Narcotics & Gang Task Force for 4 years, and East District for 1 year.

I was elected to the MPPOA Board of Directors during 2004 - 2006. Due to time constraints and commitments related to being a part of the Dane County Narcotics & Gang Task Force, I chose not to run for re-election. While on the MPPOA Board, I served on the Promotional Academy committee, was the PAC chairperson for 1 year, and the MPPOA Treasurer for 2 years. I have experience assisting MPPOA members in disciplinary matters and understand how difficult this process is for everyone involved and look forward to using my experiences and knowledge to serve you. While on the MPPOA Board, I have brought proposals to the MPPOA Board that was later implemented that prepares all retirees for retirement.

I firmly believe the MPPOA Board is in a position to better prepare all employees for retirement. If elected I am hopeful to assist in future contract negotiations where some of the following proposals may be considered:

  1. Negotiate contract language where on a one-time basis and for up to a three-year period (most likely the last 3), any MPPOA member over the age of 40 can voluntarily work an 80-hour workweek instead of a 75-hour workweek at straight time. This benefit would increase the amount of all future retiree’s pensions.                   
  2. Contract language currently states a retired MPPOA member receives compensation for healthcare between the ages of 50-54. I would recommend that the MPPOA negotiate to change the contract language where once an MPPOA member retires, immediately after retirement the member receives four years of employer paid of healthcare coverage under the same provisions already in the MPPOA contract (not considered income or taxable), regardless of the retiree’s age.
  3. Contract language currently states longevity pay raises take effect intermittingly between 5 and 25 years. I would recommend that the MPPOA negotiate to add contract language where additional longevity raises would be given at the beginning of 28 years, 30 years, 33 years, and 35 years.
  4. Contract language currently allows MPPOA members over the age of 40 to raise their Compensatory Overtime Bank to 180 hours. I would recommend that the MPPOA negotiate to raise the Compensatory Bank to 225 hours. That way a soon to be retiree can cash in 75 hours a year versus 60 hours a year.

I am seeking re-election to the MPPOA board of Directors. I am currently the President of the union and have served in this position for the last two years. I have been on the board for approx 9 years and in the past I have served as VP and Secretary of the union. I have helped negotiate 4 contracts during my time on the board and have served as a union rep in disciplinary hearings numerous times. I’ve been in Law enforcement for 17 years and have been with MPD for 14. In general, I believe that we are better off working with management when possible. I do think however, that with current management trends, we need to take a stand more often and I have been fairly outspoken on several of the higher profile issues that we have faced recently. I have tried as President to improve communication between the board and the membership, but I think we can still do a better job to involve the membership. If re-elected to the board I will try to continue to provide a strong voice in negotiations, disciplinary hearings, and with management. I do plan to try and continue as President if re-elected. Dear Colleagues,
I would appreciate your vote for board member of the MPPOA.  I have served on the board in the past, serving as member-at-large as well as social chair.  It was an honor to serve, and I would like to do so again.  While serving as social chair, I worked with several others to organize the first "Copper Ball".  I was also responsible for the planning of the "Union Picnic".

I have served on several bargaining committees, working on your behalf for better compensation and benefits.  I am currently on the Board of Directors for the Wisconsin Professional Police Officers Association.  MPPOA is local #1 of this organization, a labor group that advocates for law enforcement across Wisconsin.  I work side by side with other union leaders from across Wisconsin.  I would like to bring my energy and expertise back to our local. 

I have been a patrol officer for 15 years, working nights, afternoons and days.  We have chosen a rewarding but difficult vocation.  We have dedicated ourselves to serve the citizens of Madison, but often under difficult conditions, seeing unthinkable things.    You, my colleagues, deserve committed board members that will be the safety net for you.  You deserve board members that will attend the meetings, be available during critical incidents and go to bat for you during bargaining.

Dave Samson

I started my career with MPD in May of 99. Since then I have worked in patrol (3rd and 5th shift) and two years as a neighborhood officer. As of Jan 2007 I was promoted to the rank of Sergeant. Additionally, I’ve been a member of the Special Events Team, The Officer Advisory Committee (OAC), and currently a member of SWAT. I have been serving on the union board for the past three years and currently chair the Political Action Committee. My duties include research of judicial and local political candidates. Some of our PAC achievements thus far were the appointments of Judges Ehlke and Smith and the removal of Alder Brenda Konkel. Our campaign to unseat Konkel was a huge success and laid the foundation for future political battles.

Lastly, I have acted as a Union Representative on multiple I.A. disciplinary investigative interviews. Whether you are considered a witness or the target of an investigation, this process can be confusing and stressful. Having a union representative there to guide and protect you during the entire procedure is crucial. I feel I have a good understanding of union and management related issues and would like to continue my service on the board.
